Fakir Mahbub Anam launches CIRS and NRS to boost cyber security

The National Cyber Security Agency (NCSA) under the Information and Communication Technology (ICT) Division formally launched two digital platforms: the Cyber Incident Reporting System (CIRS) and the National ICT & Cyber Security Rating System (NRS).

Its initial draft of the National Cyber Security Strategy 2026-2030 was also presented at the event for stakeholder feedback.

Fakir Mahbub Anam, Minister for Posts, Telecommunications and Information Technology, and Science and Technology, inaugurated the platforms at the Bangladesh Computer Council (BCC) auditorium in Agargaon on Tuesday (4 August).

Speaking as the chief guest, the minister said the inauguration of CIRS and NRS marks a new chapter in Bangladesh's cyber security framework. He noted that the newly presented strategy draft will guide future cyber security initiatives.

The minister stated that risks such as cyber attacks, data theft, online fraud, and misinformation are increasing alongside the expansion of digital technology. Through CIRS, citizens and institutions can easily report cyber incidents to receive quick resolution.

Meanwhile, NRS will evaluate and improve the cyber security capabilities of public and private entities.

He emphasized the need to raise awareness and ensure responsible usage to prevent online harassment and misinformation on social media. Building a safe and trustworthy digital environment requires collective efforts from the government, institutions, and citizens.

Prime Minister’s Advisor Rehan Asif Asad stated that Bangladesh has entered a new phase of strengthening cyber security following the passage of relevant legislation. He remarked that while these initiatives are vital, there is no room for complacency. Cyber security must receive top priority as the country moves toward a digital economy and a cashless society.

He highlighted that cyber security is a shared responsibility among citizens, the private sector, and government bodies. He stressed the importance of remaining vigilant against fake news on social media.

Emphasizing the security of banking, financial sectors, and government databases, he noted that building skilled human resources in AI, cyber security, and data technology will form the foundation of Bangladesh's digital future.

According to information presented at the event, the CIRS platform enables citizens, institutions, and authorized users to report cyber incidents quickly in a structured manner. Each report will undergo verification, analysis, escalation, response, monitoring, and resolution.

Meanwhile, the NRS will act as a national rating system to evaluate the IT and cyber security readiness of government and non-government organizations. Based on the National ICT and Cyber Security Maturity Rating Framework, institutions will be graded from A to E across four main pillars and 131 criteria.

Speakers expressed optimism that implementing CIRS and NRS will strengthen national cyber resilience, inter-agency coordination, and evidence-based policymaking.

Chaired by ICT Division Secretary Md. Mamunur Rashid Bhuiyan, the event was attended by Bangladesh Bank Governor Md. Mostakur Rahman, BTRC Chairman Major General Md. Emdad Ul Bari (Retd.), key stakeholders, and ICT Division officials.
