Original mark sheets cannot be withheld during class XI admission

The Ministry of Education and the education boards have issued strict directives regarding the collection of additional fees from students and the withholding of original academic transcripts or mark sheets during admission to Class XI and Alim programmes.
If allegations of charging fees beyond the prescribed amount or withholding a student’s original academic transcript are proven, strict action will be taken against the educational institution concerned.
For private institutions, the provisions include cancellation of their MPO status, while administrative action will be taken against those responsible in government institutions.
These directives are contained in the recently published admission policy for Class XI and Alim programmes for the 2026-2027 academic year. The policy also sets out several requirements for educational institutions regarding admission fees, session charges, monthly tuition and other expenses.
According to the policy, the online application fee for Class XI admission has been set at Tk 220, while the board’s initial confirmation fee is Tk 340. In addition, admission and session fees have been fixed according to the type and location of the educational institution.
For MPO-listed institutions, a maximum of Tk 5,000 may be charged as admission and session fees in both Bangla- and English-medium programmes in Dhaka metropolitan areas. The maximum is Tk 3,000 in other metropolitan areas, Tk 2,000 in district headquarters and Tk 1,500 in upazilas or rural areas.
For non-MPO and partially MPO-listed institutions, including development fees, session charges and admission fees, a maximum of Tk 7,500 may be charged for Bangla-medium programmes and Tk 8,500 for English-medium programmes in Dhaka metropolitan areas. In other metropolitan areas, the maximum is Tk 5,000 for Bangla-medium and Tk 6,000 for English-medium programmes. In district headquarters, the respective limits are Tk 3,000 and Tk 4,000, while in upazilas or rural areas, the maximum is Tk 2,500 for Bangla-medium and Tk 3,000 for English-medium programmes.
To ensure transparency in the admission process, every private college must publish a list of all expenses, including session charges and monthly tuition fees, on its notice board and official website. Institutions cannot collect any amount from students beyond the fees approved by the board. All fees collected from students must also be received against proper receipts.
When submitting the list of admitted students to the education board, institutions must separately submit an itemised account of their expenses. The policy also instructs institutions to waive fees as much as possible for students with special needs.
Meanwhile, Rule 5.9 of the policy provides clear instructions regarding the retention and transfer of students’ original academic transcripts. It states that no institution may hand over the original academic transcript of the SSC or equivalent examination to anyone other than the student or their
