Trump administration tightens rules on internships for international students in US

The Trump administration has moved to tighten rules governing internships for international students in the United States, warning universities that failure to comply with federal requirements could put their authorization to enroll foreign students at risk.

In a memo issued on August 24, the Student and Exchange Visitor Program (SEVP), which operates under US Immigration and Customs Enforcement (ICE), instructed universities to strictly follow existing rules governing 'Curricular Practical Training (CPT)". The programme allows students on F-1 visas to undertake practical training and internships directly related to their academic programmes.

Under existing federal rules, CPT must be an integral part of a student’s established curriculum. The administration has raised concerns over what it considers the misuse of CPT to authorize internships that are not sufficiently connected to students’ academic programmes.

The memo warned that universities failing to comply with SEVP requirements could face the loss of their certification to enroll international students. Following the directive, some universities, including the University of California, Los Angeles (UCLA) and the University of California, Berkeley, have temporarily paused or begun reviewing certain CPT applications.

However, the new measure does 'not prohibit all internships for international students'. Universities can continue to process training that is mandatory for completion of a student’s degree or is otherwise clearly integrated into the academic curriculum.

The Department of Homeland Security has said that the existing CPT regulations have not been changed. Rather, the administration is seeking stricter enforcement of the rules to prevent what it considers misuse of the programme.

The move could particularly affect international students who rely on CPT for optional internships or professional experience during their studies. It comes amid a broader tightening of immigration and visa policies under President Donald Trump, creating additional uncertainty for foreign students seeking to study and gain work experience in the United States.
