49 recruiting agencies’ licence cancellations remain in force

The licence cancellations of 49 recruiting agencies accused of involvement in illegal migration and other crimes and irregularities will remain in force after the Appellate Division stayed a High Court order that had suspended the government notification.

Appellate Division Chamber Judge Justice Md Rezaul Haque stayed the High Court order on Sunday.

Attorney General Md Ruhul Quddus Kazal confirmed the matter, saying the government issued the notification on July 19 cancelling the licences of the agencies.

He said one agency subsequently filed a writ petition, following which the High Court suspended the notification. The Appellate Division stayed that order on September 30.

Later, 11 agencies filed another writ petition before the High Court and obtained a stay order. Following an application by the Ministry of Expatriates’ Welfare and Overseas Employment against that order, the Appellate Division on Sunday stayed its operation.

The July 19 notification said recruiting agencies are required to comply with the Overseas Employment and Migrants Act 2013, the Overseas Employment and Migrants (Amendment) Act 2023 and other relevant laws and regulations as a condition of their licences.

It said charge sheets had been filed and accepted by courts against the agencies under sections 406, 420, 385, 386, 427 and 34 of the Penal Code 1860. Their licences were therefore cancelled under the migration law.

The 49 agencies include Orbitals Enterprise, Orbital International, Ahmed International, Snigdha Overseas Ltd, Five M International, Unique Eastern Private Ltd, Catharsis International, M/S Shaheen Travels, Irving Enterprise, Hridoy Trade International, Rabbi International, Zaharat International, 4 Site International, Binimoy International, Akashvromon Ltd, QK Quick Express Ltd, United Export Ltd, GMG Trading Private Ltd, Sadia International, The Super Eastern Ltd, Elegants Overseas Ltd, Midway Overseas Ltd, Madina Overseas, Al Khamis International, New Age International, Damashi Corporation Ltd, Galaxy Corporation, Sultan Overseas, Prabhati International, Manispower Corporation, Amin Tours and Travels, ISMT Human Resource Development, Darbar Global Overseas, Natasha Overseas, Aparajita Overseas, Stanford Employment Private Ltd, Jannat Overseas, BM Travels, BNS Overseas Ltd, Rubel Bangladesh Ltd, Trans Asia Integrate Services Ltd, Al Farah Human Resources and Consultancy, Brothers International, Thanex International Ltd, JG Al-Falah Management, Imperial Resources Ltd, PR Overseas Ltd, MEF Global Bangladesh Ltd and Anannya Apurba Recruiting Agency.
