The proposal calls for a 105-member upper house, with 50 members elected based on vote shares, 50 according to parliamentary seat shares and five nominated by the President.

A private university academic also proposed forming an election-time caretaker government led by the upper house Speaker, with advisers nominated through consensus between the ruling and opposition parties. The proposal includes creating a vice-president post, with the Speaker serving in that role, and setting four-year terms for the lower house and six-year terms for the upper house.

Speaking after Saturday’s meeting, Home Minister Salahuddin Ahmed said the caretaker government framework and other constitutional reform proposals were discussed, but no final decision had been made. The committee will review the proposals before preparing its report.

The meeting also discussed judicial independence, the appointment of judges, the establishment of a Supreme Court secretariat and easing restrictions under Article 70 to allow lawmakers greater freedom to vote on issues outside specified exceptions.
