The government has promulgated the Special Solar Ordinance 2026 to accelerate private investment and streamline administrative procedures to expand nationwide solar energy utilization amidst the national energy crisis.
Prime Minister's Press and Information Affairs Adviser Dr Zahed Ur Rahman detailed the policy updates during a press briefing on government activities on Tuesday (November 3).
Highlighting the inauguration of the "Bangladesh Solar Expo 2026" by Prime Minister Tarique Rahman, Dr Zahed noted that the government has adopted the National Renewable Energy Development Strategy (2026-2030) to drive private sector engagement and institutional coordination.
Under the new net-metering package, consumers can sell surplus rooftop solar electricity back to the national grid at Tk 10.50 per unit. The policy also encourages businesses to install rooftop panels through third-party operators under Operational Expenditure (Opex) models without upfront capital.
Furthermore, agricultural irrigation pumps will be brought under solar power coverage to reduce grid reliance.
Dr Zahed emphasized the core theme of the expo, "Utilize every inch of your rooftop, boost earnings from solar energy," adding that households and commercial entities can generate revenue while strengthening national energy security against global volatility.
Progress on Metro Rail, Railways, and Rooppur Plant
Dr Zahed Ur Rahman also shared developments across other vital infrastructure sectors. Contracts have been signed for four major construction packages under MRT Line-1 and MRT Line-5 to expand Dhaka's rapid transit network.
Additionally, a consignment of 18 broad-gauge coaches has arrived in the country as part of an ongoing railway fleet upgrade.
The first unit of the Rooppur Nuclear Power Plant entered its third phase of power startup on October 29 following rigorous safety reviews, moving closer to active grid generation. Regarding market regulation, the Directorate of National Consumer Rights Protection conducted 993 market monitoring drives across the country in October, realizing Tk 1.77 crore in fines to stabilize essential commodity prices.
Appeal to RMG Workers to Withdraw Protests
Addressing ongoing readymade garment (RMG) worker demonstrations, the Adviser stated that the government has already acted on legitimate grievances by establishing a six-member Minimum Wage Board.
Pointing out that external instigators are attempting to hijack the labor movement for sabotage, Dr Zahed expressed hope that genuine workers will respect the wage board formation, step back from street agitation, and allow the formal wage-fixing process to proceed peacefully.
