Seven college students rejoice as gov't clears DCU ordinance

Students of seven government colleges in Dhaka celebrated on Thursday after the Advisory Council gave in-principle and final approval to the Dhaka Central University (DCU) Ordinance 2026, resolving a prolonged administrative and academic stalemate in higher education.

The decision was announced following a meeting of the Advisory Council chaired by Chief Adviser Professor Muhammad Yunus. According to the Chief Adviser's Press Secretary, Shafiqul Alam, the ordinance aims to "improve the quality of higher education and remove long-standing administrative gridlock" by bringing Dhaka College, Eden Mohila College, Begum Badrunnesa Government College, Shahid Suhrawardy College, Kabi Nazrul Government College, Bangla College, and Government Titumir College under a unified academic framework as affiliated colleges of the newly established university.

The ordinance preserves the identity, infrastructure, and rights of each college, ensuring institutional autonomy. 

It also provides a full statutory governance structure, including a Chancellor, Vice Chancellor, Senate, Syndicate, and Academic Council. 

Under the ordinance, the President will act as Chancellor, while the Senate will nominate the Vice Chancellor. 

The University Grants Commission will oversee inspections, evaluations, and directives relating to education, examinations, research, and administration.

Academically, the university will operate schools of Arts, Science, Social Sciences, Business Education, Law, and Performing Arts, with a Head of School supervising the merged colleges. 

Undergraduate and postgraduate courses, examinations, and evaluations will follow a uniform timetable and assessment framework, while admissions will be based on SSC and HSC results alongside a central admission test.
