9th pay scale introduces four category increment system

The government's proposed Ninth National Pay Scale is set to introduce a new annual increment structure for government employees, replacing the existing system under which all grades receive an average annual increment of five per cent.

Under the draft pay scale, lower-and mid-level government officials and employees are expected to receive relatively higher benefits than those in senior grades through a revised, grade-based increment system.

According to the draft proposal, grades 6 to 20 will receive an annual increment equivalent to 5 per cent of their basic salary, grade 5 employees will receive a 4 per cent annual increment, grades 3 and 4 will receive 3.5 per cent, grade 2 will receive 2.75 per cent, grade 1 will have a separately determined increment.

The draft also includes revisions to employee allowances. The maximum medical allowance recommended by the National Pay Commission has been reduced from Tk 5,000 to Tk 3,000, while the proposed monthly education allowance for employees' children has been set at Tk 1,500, instead of the Tk 2,000 originally recommended by the commission.

Meanwhile, a reconstituted committee of secretaries is scheduled to meet on Wednesday to finalize recommendations for the much-discussed Ninth Pay Scale. The meeting will be chaired by Cabinet Secretary Nasimul Ghani, and the committee is expected to give final approval to its recommendations.

Officials from the Finance Division and the Ministry of Public Administration said the government plans to finance the full revised basic salaries from the state treasury during the 2026-27 fiscal year. Various allowances are expected to be paid in two phases during the following fiscal year.
