The government has taken a final decision to split the National Board of Revenue (NBR) into two separate institutions. One will deal with tax policy, while the other will handle tax collection and administration. The move is aimed at making the tax system more modern, simple and transparent.
Finance and Planning Minister Amir Khosru Mahmud Chowdhury announced the decision at the opening of the Revenue Conference 2026 at the Bangladesh-China Friendship Conference Centre in Dhaka on Tuesday.
Under the new structure, the Revenue Policy Department will work as an expert body to develop a balanced and business-friendly tax system. The Revenue Management Department will be responsible for tax collection, enforcement of laws and tax administration.
The minister said the change was not just an administrative reform. It was a major change in the government's approach to revenue management.
He said experts, economists, private sector representatives, researchers and business groups would be consulted while making tax policies. He added that policies disconnected from reality could not work.
