CUET VC halts pay for 1,087 staffers amid protest

The newly appointed vice-chancellor of Chittagong University of Engineering and Technology (CUET), Prof Dr Sheikh Shariful Alam, has suspended the September salaries and festival allowances of 1,087 teachers, officers and employees amid an ongoing protest that has brought the university to a standstill.

Although the salary and allowance bills had already been sent to Sonali Bank’s CUET branch, the vice-chancellor instructed the bank not to release the payments.

In a letter to the bank’s branch manager on Tuesday, Prof Shariful Alam said sending the bills without the vice-chancellor’s prior approval was 'unauthorised and illegal.'

Citing Section 13(7) of the CUET Act, 2003, he said no financial transaction could legally be conducted without the explicit approval of the vice-chancellor. He warned that bank officials could also face responsibility for facilitating an unlawful financial transaction if they released the salaries and allowances.

The letter also warned of disciplinary action against officials who disobeyed the instruction.

According to university sources, CUET has 367 teachers, 208 officers and 512 employees. They have joined a work stoppage in solidarity with students demanding cancellation of the new vice-chancellor’s appointment and reinstatement of former VC Prof Dr Abu Sadat Muhammad Sayem.

However, CUET Officers’ Association President Engineer Syed Mohammad Ekram disputed the vice-chancellor’s claim that his approval was required to release salaries.

He said that under the university’s established procedure, salaries and bonuses are released by the bank based on the signatures of the controller of accounts and deputy controller of accounts, without requiring the vice-chancellor’s signature.

“The controller and deputy controller signed and submitted the September salary sheets as usual. But the vice-chancellor stopped the payments by sending a letter to the bank.''

He claimed that salaries and bonuses had never been withheld during previous crises at the university, alleging that the current situation was created to pressure teachers, officers and employees into ending their protest.

Joyanta Bhowmik, manager of Sonali Bank’s CUET branch, said the bank had received the salary sheets signed by the controller and deputy controller of accounts, as it does every month.

“But the vice-chancellor has instructed us to suspend the payments. We have informed our higher authorities, who have asked us to seek a legal opinion. Further action will be taken after receiving the opinion,” he said.

CUET generally pays salaries by the 30th or 31st of each month. The delay has left teachers, officers and employees facing financial difficulties.

15-day shutdown

On September 21, Prof Dr Sheikh Shariful Alam of Khulna University of Engineering & Technology (KUET) was appointed CUET vice-chancellor, replacing Prof Dr Abu Sadat Muhammad Sayem.

Students subsequently launched protests demanding that the new appointment be cancelled and the former vice-chancellor reinstated. Teachers, officers and employees later joined the work stoppage in solidarity with the students.

The university has now been under a 15-day shutdown, with classes, examinations and all major academic and administrative activities effectively suspended.
