Govt to take $3.3b loans for fuel

The government will take $3.3 billion in foreign loans to finance fuel and LNG imports and upgrade the country’s power distribution system.

The Standing Committee on Non-Concessional Loan (SCNCL) approved the loans at a meeting chaired by Finance Minister Amir Khosru Mahmud Chowdhury at the Secretariat on Wednesday (October 7).

Of the total, $3.1 billion will be borrowed from the International Islamic Trade Finance Corporation (ITFC) for fuel and LNG imports, while $200 million will come from the Asian Development Bank (ADB) for a power distribution project.

The ITFC loan includes $2.5 billion for fuel oil imports by Bangladesh Petroleum Corporation and $600 million for LNG imports by Petrobangla.

The $200 million ADB loan will finance a project to upgrade power distribution networks in 13 Palli Bidyut Samity areas around Dhaka, including substations, distribution lines and digital monitoring systems.

The project is expected to reduce technical losses and improve the reliability of electricity supply.

The six-month ITFC loan will carry interest at six-month Term SOFR plus 1.70%, while the 25-year ADB loan will have a five-year grace period.
