Additional DIG Tutul Chakraborty dismissed over misconduct

The government has dismissed Additional Deputy Inspector General of Police (Additional DIG) Tutul Chakraborty over misconduct after an investigation found him guilty of leaving his workplace in violation of rules, misrepresenting his rank and using a VIP lounge at an airport.

According to a notification issued by the Ministry of Home Affairs on Wednesday, October 7, the dismissal was imposed as a major penalty under the Government Servants (Discipline and Appeal) Rules, 2018. President Mohammed Shahabuddin approved the proposal on October 5.

The notification said Chakraborty was attached to the office of the DIG of Rajshahi Range while under temporary suspension. He had been listed as absconding since January 23.

According to the notification, Chakraborty had been granted leave to leave his workplace on November 14 and 15, 2025, followed by five days of leave from November 16 to 18. However, on November 13, a day before the leave period began, he left his workplace ahead of the scheduled time without submitting the required departure report.

He was also accused of concealing his actual rank and introducing himself as a DIG. He subsequently used the DIG lounge at Shah Makhdum Airport in Rajshahi and boarded a US-Bangla Airlines flight to Dhaka at around 10:20am.

The notification further stated that Chakraborty had previously used the VIP lounge at Rajshahi airport on several occasions by identifying himself as the DIG of Rajshahi Range. Intelligence agencies took notice of the matter, and the Home Ministry said his conduct had seriously damaged the public image of the police.

The ministry said the actions amounted to gross negligence of official duties, disobedience of lawful orders and conduct contrary to departmental discipline. A departmental case was initiated against him.

On February 5, he was served with a show-cause notice containing the charges and their details. However, he did not submit a written response within the stipulated time or seek an extension.

An investigating officer was appointed on April 2, and the investigation report was submitted on May 7. The report found the allegations of misconduct against Chakraborty to be conclusively established.

A second show-cause notice was issued on June 16, asking why he should not be dismissed from service. He did not respond to that notice either.

After reviewing the investigation report and relevant documents, the government decided in principle to dismiss him. The Bangladesh Public Service Commission was consulted and recommended dismissal on September 14.

The proposal was subsequently sent to the president, who approved it on October 5. Following the approval, the dismissal was made effective under the relevant provisions of the Government Servants (Discipline and Appeal) Rules, 2018.
