Deputy speaker warns MPs of using phone, floor crossing during ongoing sessions

Deputy Speaker Barrister Kaysar Kamal on Wednesday reprimanded lawmakers for using mobile phones and crossing the floor while other members were addressing the Speaker during the ongoing parliamentary session, calling the behavior disruptive and a violation of procedural rules.

The incident occurred on the fourteenth day of the thirteenth parliament's first session as Dhaka-7 MP Hamidur Rahman was delivering his remarks on the motion of thanks for the President's address. 

The Deputy Speaker interrupted the speech and drew the attention of the Chief Whip to the disturbances.

"I want to draw your attention through you. Many MPs are talking on their phones inside the chamber. The noise is reaching all the way up here. It is disturbing those who are speaking and those who are listening. I would request you to look into this," the Deputy Speaker said, addressing Chief Whip Nurul Islam.

The Chief Whip promptly stood and addressed the House, urging members to maintain decorum. "The Deputy Speaker has raised this issue and everyone has heard it. I believe this can be resolved right here. I request all honorable members not to talk on phones inside the House. If you need to make a call, please step outside. The sound has reached the Speaker's ears, so we must be more careful," he said.

Nurul Islam also addressed the issue of floor crossing, reminding members that no one should walk between the Speaker and any member who is addressing the chair. 

"According to the Rules of Procedure, this is the rule. If anyone needs to move, they should go around from behind. Please also remember not to take photographs inside the House," he added.
