Chittagong Port plans $1bn green dockyard at Matarbari

The Chittagong Port Authority (CPA) is set to establish a $1 billion green dockyard and shipbuilding facility in the Matarbari deep seaport area of Cox's Bazar under a Public-Private Partnership (PPP) model.

The Ministry of Shipping has given final approval to the project, titled 'A Green Dockyard and Shipbuilding Facility', which will be developed on around 200 acres of port-owned land near the Matarbari coal-fired power plant. Australian firm AIS Marine Investments PTY Limited will invest in the project under the landlord model.

According to the CPA, the facility will provide docking and repair services for domestic and foreign ocean-going vessels operating at Matarbari Deep Sea Port, the Bay of Bengal and other ports across the country. It is also expected to improve port operations by enabling emergency repairs without requiring damaged vessels to leave the country.

CPA Director (Administration) Md Omar Faruk said the project would create opportunities to repair foreign vessels in Bangladesh, generating foreign exchange earnings while enhancing the operational capacity of the deep seaport.

Officials said the dockyard would include a 600-metre-long and 95-metre-wide dry dock and is expected to create 1,200 to 1,300 direct skilled jobs and around 2,600 indirect employment opportunities.

Designed as the country's first institutional green dockyard, the project will incorporate low-emission energy systems, closed-loop wastewater treatment and modern hazardous waste management technologies in line with the International Maritime Organization's environmental initiatives and international standards.

Port Secretary Syed Refayet Hamim said the project would strengthen Bangladesh's maritime sector without creating state debt, as it would be implemented under the PPP model.

He added that once operational, the facility would reduce reliance on foreign shipyards in countries such as Singapore, the United Arab Emirates and China for major repairs, helping position Bangladesh as a regional maritime service hub.
