BTRC fines grameenphone Tk 1.84m over illegal VoIP use

The Bangladesh Telecommunication Regulatory Commission (BTRC) has fined mobile operator Grameenphone Tk 1.84 million over the illegal use of Voice over Internet Protocol (VoIP) services and directed the company to pay the penalty within 10 days.

According to a BTRC notice, joint drives conducted on April 21 and May 19, 2026, involving the regulator, the National Telecommunication Monitoring Center (NTMC) and law enforcement agencies, detected 184 Grameenphone SIMs being used for illegal international call termination through VoIP.

The operation recovered 164 SIMs during the April raid and 20 SIMs in the May operation. The seized SIMs have been handed over to the relevant law enforcement agencies for further investigation and legal action.

BTRC said Grameenphone failed to comply with licence conditions requiring mobile operators to maintain effective technical and self-regulatory mechanisms to detect, prevent and stop illegal international call termination on their networks.

The regulator has instructed the operator to submit proof of payment within 10 days of receiving the notice.

The latest penalty follows previous enforcement actions against the operator. BTRC said1,640 Grameenphone SIMs were recovered during a similar drive in 2023. The company was also fined Tk 9.9 million in 2022 over illegal VoIP-related activities. Earlier, it faced a Tk 200 crore penalty over allegations of facilitating illegal VoIP operations that allegedly caused significant revenue losses to the government.
