Khulna CMM Court faces severe backlog amid shortage of judges

Judicial proceedings at the Khulna Chief Metropolitan Magistrate (CMM) Court have hit a severe bottleneck due to a prolonged shortage of judges.

Sources at the court confirmed that three out of six Metropolitan Magistrate posts have remained vacant for over a month following routine transfers, including that of the Additional Chief Metropolitan Magistrate.
As a result, only three judges are currently struggling to manage a staggering backlog of 19,046 pending cases as of August 31, with each functioning court handling over 6,000 cases alongside new daily filings from city police stations.

According to court data, 2,562 important cases were transferred to the Metropolitan Sessions Judge Court and other tribunals for trial, of which 426 have been resolved.

Administrative Officer Tapan Kumar Saha stated that running proceedings for over 19,000 cases with just three judges has proven extremely difficult.

Senior member of the Khulna District Bar Association, Advocate Abdul Malek, noted that judicial vacancies harm both plaintiffs and defendants by delaying witness testimony and incurring financial and time burdens on accused individuals. He urged the government to fill the vacant posts immediately.

Meanwhile, Advocate Mominul Islam, coordinator of Human Rights Implementation Organization Khulna, warned that trial delays undermine access to justice. He highlighted that prolonged proceedings cause witness reluctance, increase opportunities for influential defendants to tamper with testimony, and worsen due to a shortage of courtroom space - such as the Child Misconduct Prevention Tribunal, where two judges are forced to share a single room.
