Writ seeks closure of bars by 11PM

A writ petition has been filed with the High Court seeking necessary measures to ensure that bars and establishments serving alcohol in Gulshan, Banani, Uttara and other parts of the country close by 11PM.

Advocate SM Zulfiqure Ali Juno, chairman of the National Lawyers Council, filed the petition as a petitioner-in-person on Thursday (October 1). He confirmed the matter.

The petition named the secretaries of the Ministry of Home Affairs and the Security Services Division, the Inspector General of Police, the director general of the Department of Narcotics Control, the Dhaka Metropolitan Police commissioner, the director general of the relevant specialised police unit, the National Board of Revenue chairman and the commissioner of Dhaka Customs House as respondents.

The petition sought strict enforcement of closing times specified in the licences, government gazettes, orders or other legal documents applicable to bars and alcohol-serving establishments.

It also sought an order for the authorities to consider framing a uniform policy requiring bars and alcohol-serving establishments to stop serving by 11PM if no common closing time currently exists nationwide. The petition, however, does not claim that 11PM is currently the mandatory closing time for all bars in the country.

It also sought investigations into allegations of alcohol being sold or served without required licences in Gulshan, Banani, Uttara and elsewhere, as well as violations of licence conditions and supply without valid consumption permits.

The petition further sought investigations into the storage, supply and sale of smuggled, illegally imported or duty-evaded alcohol, along with regular inspections and coordination among the relevant authorities.

It also sought updated lists of licensed alcohol-selling and serving establishments, action against violations, including suspension or cancellation of licences where applicable, and submission of compliance reports to the court within a specified period.
