He said the initiative aims to facilitate direct transfer of government benefits to beneficiaries, ensuring greater transparency and accountability in public service delivery.

“The current government is committed to fulfilling its electoral pledges, which have now become national commitments. In the past, many genuine beneficiaries were deprived, but digital banking can help address these gaps,” he said.

Dr Titumir outlined plans to introduce a unified system, “One Citizen, One Card, One Digital Portfolio”, which would enable citizens to carry out financial transactions using QR codes, reducing reliance on cash.

He also announced the introduction of a “Krishak Card” for around 22 million farmers across the country. The card will provide access to 10 different services. As part of an initial pre-pilot phase, participating farmers will receive an incentive of Tk 2,500.

“This is not charity, it is about establishing farmers’ rights and ensuring their dignity and recognition,” he said.

The programme is set to be launched on April 14 (Pohela Boishakh) at 11 locations nationwide, with plans for gradual expansion across the country.

The adviser further said the government is working to boost agricultural production, ensure fair prices and provide farmers with essential inputs such as seeds and fertiliser, along with easier access to bank loans.

He added that canal excavation and re-excavation, as well as efforts to free rivers from encroachment, are ongoing to support irrigation and agriculture.

Dr Titumir also noted that, following a cabinet decision, agricultural loans of up to Tk 10,000, including interest, have already been waived, describing it as a significant step in supporting farmers.
