The State Minister for Youth and Sports, Md. Aminul Haque, has called for introducing dedicated sessions on ethics in training programmes under the Economic Acceleration and Resilience for NEET (EARN) project, saying that moral values and social ethics among young people need greater attention.
He made the remarks as the chief guest at the contract signing ceremony for hiring service providers for the EARN (1st Revised) project, held at the conference room of the Ministry of Youth and Sports in Bangladesh Secretariat on Thursday (July 16, 2026).
The State Minister said a decline in morals, ethics and social values has become a concern in recent times, with increasing aggression being observed in the speech and behaviour of children and youths. He said the project’s success would depend not only on employment generation but also on its contribution to developing responsible and ethical citizens.
Implemented by the Department of Youth Development under the Ministry of Youth and Sports with credit assistance from the World Bank, the EARN project aims to make 900,000 young men and women aged between 15 and 35 self-reliant through skills training. Around 60 percent of the beneficiaries will be youths who are currently not in education, employment or training (NEET).
The project is one of the government’s key initiatives to engage young people in employment and economic activities. It will also focus on developing skills in Bangladesh’s creative and sports industries, which are considered important sectors for youth development.
Under the project, BRAC, Save the Children, CARE Bangladesh and Dhaka Ahsania Mission have been selected as service providers after completing the evaluation process with approval from the World Bank.
The selected organisations, along with their joint venture partners, will establish 5,000 village-level training centres across 250 upazilas in 64 districts by 2028. Through these centres, youths will receive training in various demand-driven trades to improve employment opportunities and support Bangladesh’s economic transformation.
A total of 401 organisations had submitted Expressions of Interest (EoI) for the project. Following scrutiny, 78 organisations were shortlisted, while 69 submitted proposals. After technical and financial evaluation, contracts were finalised with the organisations securing the highest combined scores.
The signing ceremony was chaired by Ministry Secretary (Routine Duties) Amena Begum and attended by Director General of the Department of Youth Development Md. Motahar Hossain, Project Director Kazi Mokhlesur Rahman, World Bank Senior Economist and Task Team Leader Syud Rashid Al-Zayed Josh, Additional Project Director Dr. Marina Nazneen, along with officials, consultants and representatives of the selected service providers.
