PM orders to establish 'Blue Economy' University

Prime Minister Tarique Rahman has directed the Education Ministry to take steps to establish a specialised University of Blue Economy Sciences and Technology (UBEST) in Cox’s Bazar.

The directive was issued recently after the prime minister reviewed a demi-official (DO) letter from Home Minister Salahuddin Ahmed proposing the establishment of the university to develop skilled human resources and promote research on Bangladesh’s marine resources.

In the letter dated September 13, 2026, the home minister said Bangladesh has significant potential in the Bay of Bengal and coastal areas but lacks adequate specialised higher education, research facilities and skilled manpower to effectively utilise its marine resources.

He said establishing a specialised university in Cox’s Bazar would be of national importance as Bangladesh’s focus on the blue economy grows.

The letter proposed using the existing infrastructure, laboratories and scientific manpower of the Bangladesh Oceanographic Research Institute (BORI) in Cox’s Bazar to launch the university’s academic activities initially.

According to the proposal, using BORI’s existing facilities would reduce the time and cost required to establish the university from scratch.

Initially, the university could offer academic and research programmes in oceanography, fisheries and aquaculture, marine environment, coastal resource management, blue economy, marine data, tourism and hospitality, the letter said.

The proposed university is expected to help develop specialised professionals and strengthen research and innovation in Bangladesh’s marine and coastal sectors.
