BB tightens boiler import regulations

The Bangladesh Bank (BB) has made prior approval from the Chief Inspector of Boilers compulsory for importing boilers and boiler components, following a directive from the Ministry of Industries.

In a notification issued on Tuesday, the central bank's Foreign Exchange Policy Department instructed all authorised dealer (AD) branches handling foreign exchange transactions to comply with the new requirement.

The directive, based on a June 28, 2026 memo issued by the Boiler Wing of the Ministry of Industries, is now effective for all imports of boilers and related components.

Under the new rules, boiler manufacturers must complete construction within 12 months of receiving approval for drawings and designs. They are also required to provide buyers with all documents and certificates needed for boiler registration and notify the Chief Inspector of Boilers in writing about the purchaser's name and address after the sale.

The guidelines also require manufacturers to ensure occupational health and safety standards at factories in accordance with existing labour laws.

Importers must obtain prior approval from the Chief Inspector of Boilers through a prescribed application process before bringing boilers or related components into the country.

After receiving an application, a designated official will examine the documents and submit a report to the Chief Inspector, who will decide whether to approve or reject the request. If approved, the Deputy Chief Inspector will issue the clearance letter.

Applicants whose requests are rejected must be informed of the reasons in writing within seven working days and may reapply after correcting the deficiencies and paying the required fee.

The notification also states that authorities may inspect manufacturing facilities or production processes, if necessary, to verify the quality of boilers.
