A referendum will be held on key constitutional changes where the Constitution requires public approval, Home Minister Salahuddin Ahmed said on Sunday (September 27).

He made the remarks at a press briefing at the Media Centre of Parliament following the third meeting of the special committee on constitutional amendments.

Salahuddin, who chairs the committee, said the amendment process would first begin with a bill being placed before Parliament. After the bill is passed, a referendum would be held before the President’s assent for provisions that require a referendum under the Constitution.

Referring to Article 142, he said a constitutional referendum is different from a general referendum and may be required when certain specific provisions are amended.

The minister said the committee is making efforts to submit its report to Parliament by December. If everything goes according to plan, the constitutional amendment bill could be placed in the first parliamentary session next year.

He also said the government wants opposition parties to participate in the process so their proposals and views can be considered. The committee aims to complete the constitutional reform process through consensus on major national issues.
