Terrorist groups are rapidly modernizing their operational tactics by leveraging technology, artificial intelligence (AI), the dark web, encrypted messaging platforms, and cryptocurrency to stay organized, according to security experts.
Experts warned that conventional counter-terrorism strategies are no longer sufficient to address the evolving threat landscape.
On March 22, 2024, an attack at Crocus City Hall in Moscow, Russia, killed 149 people and injured nearly 600. The Afghan branch of ISIS, Islamic State Khorasan Province (ISKP), claimed responsibility for the assault. Two years after the incident, a Russian military court sentenced 15 individuals involved to life imprisonment.
Investigations revealed that the attack was planned from Herat, Afghanistan, with total coordination carried out via encrypted digital platforms. Planners and executors never met face-to-face. Similar tactics were observed in the Kerman attack in Iran in January 2024.
A UN Security Council monitoring report noted that ISKP is now heavily active in cyberspace. The group has enhanced its operational capacity through online propaganda, digital recruitment, cryptocurrency financing, and encrypted communication channels for planning attacks.
Security experts expressed deep concern over the emerging use of generative AI. They warned that AI enables rapid multilingual propaganda, and the future development of extremist-trained chatbots could further simplify online radicalization.
Analysts stressed that international cooperation, intelligence sharing, and advanced cyber capabilities are essential to counter this new era of digital terrorism.
